The HSL is built to last at least 100 years. Not only the construction work, but also the line's design and maintenance was contracted out in a single package (so-called Design & Construct contracts). In this way, the government makes sure that the project is properly constructed with no unnecessary costs in the future.

The Dutch government finances the concrete substructure of the HSL. These works are incorporated in the so-called Substructure Contracts. Each of these agreements involves approximately € 400 million (usually, this investment is not included in a costs-benefits analysis).
