Integral Safety Plan

The basic principle is that the HSL must be safe in all aspects – for decades. All safety risks of the rail infrastructure and traffic on the HSL have been examined. It concerns railway safety and work safety (safety of the railway workers), safety of passengers and train staff, and safety of the neighbouring residents, passers-by and emergency workers, both in social and physical terms.

The decision to build the HSL offered the opportunity to approach safety as a comprehensive theme in all stages of the design. From a very early stage, the safety policy of the HSL Project Organization has been recorded in an integral safety plan. This Integral Safety Plan lists the safety standards applying to the trains when they become operational in 2007.

To demonstrate that these standards will indeed be achieved, the so-called Integral Safety Case has been formulated, that underpins all the safety aspects.
