Integral Safety Case

The Integral Safety Case provides the evidence that the HSL indeed will be safe. It is a document that makes safety measurable and verifiable, and that anticipates learning moments: what could be encountered in the process and what are the experiences in other, similar projects? It demonstrates that the HSL transport system (the combination of train, infrastructure and procedures) meets the safety standards and objectives of the Integral Safety Plan (ISP). In short: it proves that the HSL is safe.

The Safety Case is an add-on document that will be supplemented with insights gained before the time that the HSL is taken into operation, as well as during the operational period.

 

In this way, four stages are passed through:

 

  • Stage 1: Which requirements should we set for train and rails and the other subsystems to meet the safety standards?
  • Stage 2: Do the individual designs and the total meet the set safety requirements?
  • Stage 3: Do the subsystems and the total meet the safety requirements?
  • Stage 4: Are the test results satisfactory?      

After a positive advice from an Independent Safety Assessor (ISA), the Safety Case is then assessed by the Inspectorate of Transport, Public Works and Water Management (IVW). Only when the IVW has issued a positive advice, the trains may be taken into operation on the HSL route on the planned date.
